Mission in Algeria on Social Exclusion and Poverty

At the request of the Algerian Ministry of Employment and National Solidarity, France has conducted a scoping mission to explore the possibility of providing technical assistance for mechanisms to fight poverty and foster social development.
For the purpose of the mission, which took place at the end of June 2006, GIP SPSI partnered with two departments of the French Ministry of Health and Solidarity: the Directorate General for Social Action (DGAS) and the Delegation for European and International Affairs (DAEI). Algeria’s requirements centred on a study of "social mobility and poverty dynamics" to assist the government in developing suitable social policies. Key aims of the study were to:
- identify policies with a concrete impact on social mobility and poverty dynamics,
- identify populations likely to be affected by upwards and downwards social mobility and determine whether such processes are cyclical or structural,
- analyse social mobility mechanisms and how the groups concerned are affected by such processes,
- analyse the impact of these processes on intergenerational bonds and family ties as well changing sociocultural representations.
The aim of the scoping mission was to flesh out requirements and formulate recommendations regarding the precise forms of cooperation. In the course of their assignment, the mission team met key institutional players (ministerial cabinets and departments, National Solidarity Council, specialist agencies, etc.) for talks that culminated in the drafting of an outline scheme for a study on social mobility, based on the requirements of the Algerian Ministry of Employment and National Solidarity (MESN). Should the Ministry decide to proceed with the study, the costed outline could be evolved into a detailed technical and financial proposal for the provision of technical assistance – a service to be entrusted to a public-sector operator if the mission team’s recommendations are implemented. Other aspects of the Ministry’s request fall within the realm of bilateral cooperation and may be explored at a later stage with the different ministries and public-sector players concerned.
