Algeria
The relationship between Algeria and France is of a historic and special nature. Like the governments of other Maghreb countries, the Algerian authorities take a close interest in the French system of social welfare. In March 2006, in the wake of previous initiatives on the part of individual members, GIP SPSI conducted a scoping mission in the country with a view to the signing of a cooperation agreement in the area of social protection.

The administrative cooperation arrangement signed in 2007 between France and China on the subjects of “the organisation of health insurance, retirement and workplace accident insurance” came in the wake of a first agreement concluded in 2005. The programme will extend the scope of the cooperation in progress in the employment domain to cover in addition “social protection-employment”.

Kosovo
Work by GIP SPSI in Kosovo falls into the framework of a cooperation agreement signed in 2008. Initially limited to the employment sector, because of the mass unemployment affecting Kosovo, the scope of cooperation has been widened since the agreement was concluded.

Madagascar
GIP SPSI has initiated cooperation with Madagascar in matters of social protection, but also in wider domains. Its work is in the context of the Partnership Framework Document signed between France and Madagascar in 2006.

GIP SPSI’s activities in Morocco are an outgrowth of an administrative agreement signed by the French Ministry of Health and Solidarity and the Moroccan ministries of Health, and Employment and Professional Development. They focus primarily on providing assistance to the Moroccan authorities in setting up a compulsory health insurance system under a law establishing a Medical Coverage Code.

Like many emerging countries, Peru has high need for public health programmes, hospital facilities and health insurance systems. GIP SPSI accordingly conducted a scoping mission in that country to explore prospects for a cooperation process that had already been initiated with some French organisations.
