A Busy Six Months for the CNAF’s International Activities

At the last meeting of the International Relations Committee of the Board of Directors of the CNAF (National Family Fund), topics examined included the international activities of the family branch of the social security system in the first half of 2006.



In the first half of the year, the CNAF initiated or participated actively in a number of international projects. The highlight was the start-up of the activities of the Family Insurance Policy Committee of the European Social Insurance Platform (ESIP) and its work on the mobility of workers and their families within Europe. The two other major European issues addressed were “services of general interest” (SGI), which were the subject of a Communication from the Commission last April, and the publication of the green paper on demographic change in Europe with plans for a Commission Communication in October 2006.
In the wider world, CNAF has been involved in the activities of the International Social Security Association (ISSA), including the organisation of the international conference of 19 and 20 June at UNESCO on the theme of "When families and children live in poverty: which policies should be adopted?" and the presentation of a major report on the subject. CNAF also submitted several contributions to ISSA’s Organization and Methods Committee, outlining its know-how in the area of new technologies and experience as the head of France’s family welfare network.
CNAF also plans to send experts to Romania to assist in the creation of a benefits payment agency further to the successful tender of ADECRI (see news item), and has hosted delegations from countries facing demographic problems (Germany, Russia, Czech Republic, South Korea, Japan, Quebec) and interested by CNAF’s infant accommodation benefit.
The local family funds (CAF) have also been working in the international arena, including the Bas-Rhin fund which is engaged in the transborder cooperation project Pétale, and a twinning project with the Offenburg family fund.
