Air Ticket Levy

Since 1st July 2006, France imposes a special levy on air tickets...



... to fund the International Drug Purchase Facility, UNITAID/IDPF, inaugurated on 7 June 2006.
The bill establishing the levy was passed by the French Parliament on 22 December 2005.
Applicable to all flights from French airports, the tax on domestic and European flights (i.e. flights within the European Economic Area) is €1 for an economy fare and €10 for a business/first class seat, and €4 to €40 for non-EEA destinations, depending on travel class.
The main advantage of the scheme is that it provides a sustainable source of funding of development cooperation in the area of health, which will expand in line with the global economy. The proceeds of the levy (about €200 million for France) will help pay for drugs to treat the major pandemics. In particular the mechanism will facilitate access to HIV/AIDS treatments by securing the long-term production of antiretroviral drugs.
France is currently engaged in intensive efforts to persuade other countries to adopt the system.
