A New Contract with China
Publiée le : 21 June 2006
ADECRI has just one a technical assistance contract in China as part of a Sino-European consortium.
The five-year project, financed by the European Commission, involves assisting the Chinese authorities in reforming their social security system – in particular through the provision of expertise based on European practices. Project objectives include:
- Building a suitable institutional framework for the development of an effective social protection policy and ensuring access to social security for the entire Chinese population.
- Conducting pilot experiments in different regions of the country under other technical assistance projects.
- Organising Sino-European forums on social security trends.
- Creating a national social security training centre.
The project will be coordinated by a resident team of five European experts, including one French specialist. Short-term inputs will be provided by European and local experts to implement programmes in the following areas:
- training and management of human resources,
- old-age pensions,
- health insurance,
- unemployment insurance,
- social security funding.
Since April 2006, the main task has been an analysis of the existing system with a view to identifying technical assistance needs in the area of social security and preparing – in close cooperation with local partners – a work schedule for the next few years. This first phase will conclude with a Sino-European seminar, scheduled for September 2006 in Peking and providing the opportunity to compare Chinese and European best practice in social security reform.
