GIP SPSI and the Algerian Ministry of Labour and Social Security have entered into a cooperation agreement on social security.
The agreement is the fruit of missions organised by ADECRI (Agency for the Development and Coordination of International Relations) in 2004, CNAMTS (National Health Insurance Fund for Salaried Workers), ACOSS (Central Agency for Social Security Funds) and EN3S (National School for Social Security) in 2005, and the GIP in 2006.
As a result of the missions, three main topics for cooperation were identified: control of health insurance expenditure, collection of social security contributions and training of social security specialist staff.
In the area of health insurance, efforts focused on diagnosis-related payments in hospitals, national agreements with self-employed practitioners, pharmaceuticals (assessment of drug effectiveness and development of generics), official schedules of medical procedures and French know-how regarding the medical insurance smartcard.
Topics examined in relation to the collection of social security contributions included ways to improve performance, pre-litigation techniques and bed debt management. The parties also agreed on the visit of an Algerian delegation to France for meetings with ACOSS (Central Agency for Social Security Funds) and one of the local agencies responsible for collecting contributions (URSSAF).
In the area of training, the agreement provides for the development of specialist courses to train practitioner-advisors, actuaries, IT specialists, contributions inspectors and financial executives. This aspect is to be addressed through consultation between the Algerian authorities and EN3S (National School for Social Security) and a special agreement between the two parties.
Depending on the case, the cooperation process will take the form of exchanges of information and/or in-country missions by experts. The different initiatives planned under the agreement will be implemented as part of an annual cooperation programme to be determined jointly. A joint monitoring and evaluation committee will be established, reporting to the body responsible for setting policy direction for Franco-Algerian cooperation.
A further mission in Algeria is planned for early October 2006 with the aim of setting up the steering committee for the agreement and drafting the programme of work. The mission team will be headed by Maryse Medina, Director of International Relations of CNAMTS (National Family Fund) and include Jean-Baptiste Bouis of ACOSS, Karim Laaribi of the National Health Authority and Eric Parpaillon of GIP SPSI.
