Phare SSIB Project in Romania

The aim of the project was to improve Romanian legislation on social security, family policy and social services and to upgrade Romania’s social welfare system. A multilateral programme, the SSIB project drew on the input of partners and experts from seven European countries, namely Belgium, Denmark, Spain, Great Britain, Greece, Finland and France (represented by the CNAF and ADECRI). Working side by side with Romanian experts, a strategic assessment of the social welfare system was conducted based on in-depth studies of the country’s legal system, surveys to assess stakeholder expectations and in-situ visits. This preliminary phase provided the basis for the formulation of a national social services development strategy. At the same time, the creation of a Masters course and various training initiatives have ensured training of about 400 social welfare managers and 1,200 local intermediaries, and an internet site on social welfare should help to complement the initiative. This ambitious programme has underscored the complementary nature of European expertise, but also the need for beneficiary countries to chart their own course faced with the multitude of possibilities available. As regards methodology, the project demonstrated the need to share best practices and methods as well as the need for a concrete, pragmatic approach.
