Prospects for Cooperation with Algeria

Publiée le : 21 July 2006

ACOSS has been approached by the Algerian authorities for support in managing relations with contributors.

The Central Agency for Social Security Funds (ACOSS) has received a request for cooperation from the Algerian authorities – a move motivated by the close similarities between the Algerian and French social protection systems as well as the long-standing ties between the two countries.
Algeria’s request concerns two aspects of the collector-contributor relationship. First, the proactive dimension of relations with contributors - including face-to-face and telephone services and the provision of information - and second, the question of pre-litigation and litigation procedures. In the latter case, the Algerian authorities have expressed interest in the French enforcement order system which makes court proceedings unnecessary. The two countries are working closely to develop a framework for cooperation in this area.

Assistance in the Creation of a Medical Assistance Fund in Mali
Published on 21 July 2006
ACOSS has conducted a study on a health insurance funding scheme and a medical assistance fund for Mali.

The Malian authorities have decided to establish a statutory health insurance system and a medical assistance fund for the poorest segments of the population.
The system is to be based loosely on French social welfare arrangements. In this context, ACOSS has conducted a study on options for funding the two schemes.
With regard to health insurance, the study recommends a system financed by contributions, the base of which will be determined by the overall cost of the system. Financing of the medical assistance fund is to come from public funding in a spirit of national solidarity.
