Jean-Marie Spaeth, Chairman

Former national secretary of the CFDT trade union confederation, Jean-Marie Spaeth has held a number of key positions in France’s social welfare sector. From 1991 to 1996 he was chair of the National Old Age Pension Fund for Salaried Workers (CNAVTS) and from 1996 to 2004, chair of the National Health Insurance Fund for Salaried Workers (CNAMTS). His current responsibilities include chair of the Agency for the Development and Coordination of International Relations (ADECRI), chairman of the board of governors of the National School for Social Security (EN3S) and chair of the National Agency for the Defense of Miners’ Rights (ANGDM).

Agnès Plassart, Associate

Agnès Plassart is a graduate of France’s leading administrative school, ENA. As civil administrator, she worked successively for the Ministry of Economy and Finance (Forecasting Directorate), the General Inspectorate for Social Affairs (Igas) and the Ministry of Economy and Finance (as head of the Social Transfers Bureau of the Forecasting Directorate), before becoming assistant director of the Miners’ Social Security Fund (CANSSM). Prior to joining GIP SPSI, she worked as head of the Information and Communication Department of the Ministry of Health and Solidarity.

Xavier Chambard, Head of Communications

Xavier Chambard is a graduate of the Rennes Institute of Political Studies (IEP). Having worked for the Press and Communication Department of the Consulate of France in Los Angeles, as well as CNN in Atlanta, the French media group Groupe Sud-Ouest and the radio broadcaster NRJ Group, he became editor of the magazine and newsletter of the French Ministry of Health.

Gwenaël Dhaene, Senior Advisor

Holding an LLM in Public business Law from the University of Aix-Marseille, an LLB from the University of Kingston, London, and monitoring and evaluation and quality management training certification from London’s CES Training Centre, Gwen Dhaene has since worked as an international consultant in the area of strategic planning, capacity building and performance improvement for the public and non-profit sector. As such he served for five years with a British London-based consulting company, then a French Paris-based consulting firm specialising in health and social development policies and programmes for the bi and multilateral funders. He now works as a Senior advisor to the French international health and social protection, providing advisory and consulting services and technical support to policy makers and international co-operation stakeholders. Besides this, Gwen Dhaene teaches international co-operation techniques and project engineering at the MontpellierUniversity and participates in the TAIEX expert group of the European Commission on public private initiatives in the health sector. He is also preparing a Ph.D. in Public Law at the Paris-SorbonneUniversity on public private partnerships in the health and social development sectors.

François Delalande, Senior Advisor

François Delalande is is a graduate of France’s leading administrative school, ENA. As civil administrator, he worked for the Ministry for Work, the Ministry for Education, the Ministry for Social Affairs. Prior to joining GIP SPSI, he worked at the Directorate General for Social Action.

Dominique Vincent, Executive Secretary

Dominique Vincent has worked as executive secretary of the Miners’ Social Security Fund (CANSSM) and assistant to the head of the Information and Communication Department of the Ministry of Health and Solidarity.
