Number of Family Benefit Recipients up 54% in under 15 Years

The study, published in July 2006 spans the period 1988-2003 and shows significant changes in French family policy. In quantitative terms, the number of recipients of family benefits rose by 54% over the period to 10.3 million, and the amount paid in benefits almost doubled reaching a monthly €2.81 billion (nearly €24 billion per year).
In qualitative terms, the study indicates substantial changes in the types of benefit delivered. The share of general family allowance has shrunk from 40%to 30% in favour of more targeted benefits. The share of housing allowance for example rose from 31% to 38%, and that of early childhood benefits (and in particular allowances for child care) from 17% to 19%.
